Winifred E. "Winnie" Ramsey Browning, 93, of Culloden, earned her wings on January 1, 2019. She was an employee at Huntington Federal Savings Loan, which she retired from. She was a member of Union Baptist Church. She was born on January 20, 1925, to the late Talmage and Essie Ball. She was also preceded in death by two husbands, Randall Ramsey and Everett Browning; one son-in-law, Dwain Collins; one step grandson, Kippie Wagner of Barboursville; one brother, Murrel Ball of Milton; two sisters, Dora Kuhn of St. Albans and Patricia Nibert of New Jersey. She is survived by one daughter, Rebecca Collins of Milton; one step daughter, Sonja and Roger Wagner of Barboursville; one step son, John and Diana Browning of Florida; two sisters, Betty Keaton of St. Albans and Edna Ball of Milton; two granddaughters, Randa and her husband Dustin Dailey, and Nicole and her husband Brandon Rolfe; three step grandchildren, Heath Wagner and his wife Christy, Todd Browning and his wife Merry; Shawna Donahue; great grandchildren, Cole and Brody, Heidi, Lauren Dailey, Addyson, Brantley, Abram, and Jameson Rolfe. Visitation will be from 6 to 8 p.m. Thursday at Wallace Funeral Home, Milton. Funeral services will be conducted at 1 p.m. Friday, January 4, 2019, at Wallace Funeral Home, Milton, by Pastor Chuck Elkins and Pastor Winford Curry. Burial will be in White Chapel Memorial Gardens.
