Preceded in death by her husband William Gene Milhoan and survived by her daughter Kimberly Ann Milhoan of Ft. Lauderdale, FL. Joan, a member of the Seventh Avenue Baptist Church, worked for the Department of Highways in Charleston and Parkersburg, WV where she met her husband, Bill. She was a member of the Department of Highways Golf Team and an active volunteer at St Joseph Hospital in Parkersburg, WV. Joan enjoyed spending most of her time planting beautiful flowers and growing an amazing garden. She enjoyed sewing, making crafts, and beautiful wreaths of all seasons. She leaves behind a special, loving niece, Angela Renee Dean, of Charleston, WV, who looked after her and loved her dearly. She is also survived by her identical twin, Jean Jeannette Miles and nephew Geoffrey Mark Miles. She also wanted to acknowledge Pat Kelly, a very special friend of 52 years, and Linda Butcher, Sherry McClanahan, Sue Powers, and Barbara Farley who were her loving friends of support and friendship. Per her request, there will be no formal service and her body to be cremated. The family will have an informal gathering to celebrate her life.
